Instead of letting him play on my account, where he will have a plethora of champion styles to pick from, a few skins, full runes, and full masteries, he has to make a brand new account and play with very limited champs, no skins, no runes, and no masteries. Makes sense. I'm sure he is really going to take a liking to the game.

so wait, you are admitting to Violating the Terms of Use according to III C in the http://na.leagueoflegends.com/en/legal/termsofuse
it clearly states:
"C. Login Credentials. In creating an Account, you will be required to select a unique username and password (collectively, “Login Credentials”), which you will use each time you access the Game. You may not share your Account with anyone other than as expressly set forth herein, and you are entirely responsible for maintaining the confidentiality of your Login Credentials and for any and all activities (including purchases and charges, as applicable) that are conducted through your Account. Please notify Riot Games immediately if you become aware of any breach of security, including any loss, theft or unauthorized disclosure of your Login Credentials."
When you installed the game you agreed to this.
If you violate it Riot can just perma your account.
If you really want to teach your brother the game, level a smurf and play botgames together.
Buy him the champ you think suits his way to play/personality best and teach him how to play it / build paths and for the love of god, teach him reactive build paths.
You do Him and Yourself no favors by violating ToS
