Riot can ignore be stronger?

Can we make ignoring a player to make so you will never EVER play with him again?

My god when i see a boosted account sure as hell i dont want to play with him again

"But how do you know he is boosted" when i check his account and he have 12 games in the row losing and all he do is feeding! And then when i have him in my team he destroy one of my game too so that how i know he is boosted! So i process to ignore him because on top of all that he was a toxic scum of earth too. Then i click to play again and i have him AGAIN IN MY TEAM

This need to stop WHEN I IGNORE SOMEONE it need to mean THAT I NEVER WANT TO SEE THIS PERSON IN MY GAMES ANY MORE!

If lyte truly want to remove toxicity this is the right step
