Can remake take longer?

It's really annoying when there's an afk, who loads back in, like 1 second after all my teammates said yes to the remake, and more annoying, when you load back in after a bug splat, and your team has decided to forfeit for no actual reason, can it please take until like 4 or 5 minutes into the game for remake to happen? Thanks.
