The Next Ultimate Skin
Now, the way I see it, we've gotten an ultimate skin for every role (ADC - Pulsefire Ezreal, Jungle - Spirit Guard Udyr, Support - DJ Sona, Mid - Elementalist Lux), except for Top. I've also seen that each of the champions that have obtained Ultimate Skins in the past have all had several things in common: they are meta/popular, have no Legendary Skins, have been around a while (i. e. no relatively new champs), and are not in line for reworks or other updates, or have received one recently (no recently reworked champs or ones on the list). Applying this criteria to Top Laners, I have come up with the following list:
As a side note, it should be said that, with how Ultimate Skin releases are going, we shouldn't expect the next one for at least another year or so. If I should in any way edit this list, do not hesitate to tell me, and thank you for your time.

might as well fit the same criteria regardless of your 'legendary skin quote' but you had to go and include Gnar because he is basically like Hanzo in over watch, he EZ mode shoots at you from afar and gets some big damage tactical nuke [Dragon for Hanzo, Mega gnar for gnar] to make them not get screwed over).

taking the skin because they actually either have a nice lore or tend to have a nice pick for a better standard pick then just EZ annilate targets.

have been due for some tweaks for a while with the first 2 being mostly some visual clean ups just to freshen them up a bit and Chicken god Azir because well, he might as well get a gameplay change up or improvement just to throw him back into a better spot as a low-mid tier pick at least, nothing to make him overpowered at least, just enough to make him a little less screwed over.
ain't worthy for a ultimate skin, he was literally a grand old champion till jungle got flooded with silly champions that get either insane gap closer mechanics, retarded CC measures or just plain obliterates half the health bar of any non health padded target even if the enemy was at full health, especially with say just 1 or 2 abilities.
