Why isn't the minority being helped

But I know it's been said more than the Zed false PBE patch notes on the forums but why is screwing over Alaska, Hawaii, Eastern Asia countries and people with bad internet or in other words, "The Minority" an option for a company that has enough dough to have a secondary server. It's not impossible to make a Western server and a Chicago server that can be selected before queing up. League of Legends is I think the only mainstream game where Multi servers on one region is un-existent. And before someone says "Western tears rip 20 ping" I am fine with the 50 ping I would have, but it just bugs me that Riot are going with a rework over a simple buff (then again, it isn't the first time Riot has missed that).

TL;DR: Riot has the money for a second western server, why aren't they making that instead of pissing off people in East Asia and others with bad internet.

I just want a Riot to comment a reason why they wont do this or if this is something coming in the future.
