Don't punish people who afk'd or fed if another member of their team was being toxic to begin with or harassing someone over their mistakes
Encourage people to treat their team like a team, or they won't win; not just get muted or temporarily banned.

Forced random teams is toxic from the ground up, the response has to be from the ground up, starting with teams directly punishing jerk-offs. They want to win and get their points and gold rank skins, you can still win without chat (they use their allotment to rage anyway).
It might not be perfect, but neither is forced random teams
