Riot department heads?
I'd like to know who are the main Riot employees in charge of their respective departments, i.e. Player Behavior -- and how to get in direct contact with them online.

Not going to happen... However, if you wish you can try submitting a ticket. Be respectful and kind.... However, keep your expectations low more than like they will not name them... They, however, might give a riot tag name to you and you might talk to them. Again more than likely not.
I don't really think you can get through to a real person that high up. Everything is automated especially player behavior. However you can probably talk to a Riot person about it through a support ticket, but i really doubt you'll get through to the head guy or gal.
