just reroled some skin shards and got a skin shard for a champion i dont own
can i have my old skin shards back i feel ripped off not only that but if i buy the champion i will be exactly 1 orange essance short to redeem it

Rerolling skin shards permanently unlocks a skin for you, it doesn't give you another skin shard.
It's very unlikely that you will get your shards back. A large part of the hextech crafting system is gambling, and you should have known that before making this decision.
