Ranked Queue balancing

Dear dev's. league is fun, but how ranked is set up its annoying and tedius to play. constant matchups where people dont push, feed, or flat out go afk. i think instead of their being a provisionals list, there should be a sifter system. keeping certain people that dont care about ranked out of ranked. i take ranked fairly serious( 30-40 minutes a match would make anyone care) and would appreciate dev's taking a look into improving this part of the game.
