Is it allowed? I was told it can increase my LoL allocated bandwidth, and that might fix my packet loss issues, is this true?

Unless your issue is with routing, it's more likely to make your ping worse, but yes it's ok. It doesn't do anything other than try to find a more efficient routing for you.
idk but i hear that its total garbage and they just want your money
