If you are incapable of ganking before hitting level 6 or before you have stacked your Devourer to Sated, don't jungle. At all.
Lanes having problems need pressured early to give your team an advantage. Even a pre-6 Warwick can go to a lane and at least get a flash out of the opponent. Also, prioritize bottom lane. If you get them ahead, you are helping two people instead of just one.
Be a team player, help your teammates out.
PSA to laners: if your jungler is one who ganks extremely poorly before level 6 (including: 
), tailor your play expecting them not to deliver much pressure to your lane pre-6. If you are incapable of not losing lane pre-6 without jungle pressure, don't lane. At all.
If low-mobility enemies are pushed to your team's towers, sure, you should be going after them even with a jungler that doesn't gank all that well pre-6. But none of those junglers are even going to force a Flash on someone like Katarina or Yasuo in midlane unless they're overextended and not warding. It's literally a waste of time.
well i mean if you play warwick any gank pre 6 will either end in time wasted or a kill given to the enemy team unless they are pushing super hard EDIT and in most cases pre 6 ww wont even get a flash cause everyone knows hes not a threat

While I'm game for helping your team out, some junglers are just better off farming the early levels than they are ganking, mostly referring to junglers that have a low chance of successfully ganking a lane pre-6.
Expect someone to say "you shouldn't need your jungler to win your lane for you," because while they can (and in some cases should) HELP you win your lane, you shouldn't lean on them to carry you early game (unless it's someone that really should be ganking early, such as Lee, Elise and Xin.)
Also I swear to god if I see another Cait/Sona lane lose to something like Vayne/Janna and then start blaming me and complaining, I'm going to lose it, in no circumstance should you even need my presence anywhere near a lane like that.
