FFS Riot, what's the deal with content being release later and later in the patches?

I remember once in the not-to-distant past, a skin I'd been waiting for came out - mere days before patch notes for the next update came out. It's getting more and more absurd.

I miss the days of waking up to a new patch and logging in first thing in the morning to be one of the first people playing a new champion or a skin on a live server. Champions and skins being disabled were an oddity.
