Its a cloud dragon, no need to try to fight them over it

Just because you don't notice it helping you doesn't mean it doesn't help you. Personally it's my favorite dragon.

Lots of people tend to underestimate the Cloud Dragon for reasons I cannot fathom. Let me try to explain it's value for you:

The Cloud Dragon doesn't give you any directly noticeable buffs like the Ocean Dragon or Infernal Dragon, but it's usefulness is still there. It's buff is a great tool for roaming during the laning phase, or even roaming during the mid-late game for objectives and teamfights. It saves you a ton of downtime with the % movement buffs, and, because of this, you could make it to a teamfight you would have otherwise missed, save an ally, steal an objective, get to lane faster and get more cs than you would have, or even escape a fight after getting out of combat for a few seconds.

I personally think the Cloud Dragon is a great buff, it only seems underwhelming because the other dragons have more enticing effects than movement speed.

i mean i guess but it is only some boots compared to 15 ad/ap 10% true damage, huge healing buff it could be also in combat movement speed
