Am I the only one who thinks veigars is unhealthy?

his E blocks off half the lane, if you're stuck inside it youre fucked, if your hit by it youre fucked. Like I understand that hes a burst mage but his burst is the dumbest of any champion just due to his lack of counter play. Like he legit hits R on you and you explode, you can't dodge it. Idk a point and click ability that does that much damage is unfair, its like Garens ult only garen ult is such a shorter distance and garens so much easier to see.
