Just logged in and saw Singed is disabled, what got bugged and how much fun am I missing out on?

You all are wrong. It was actually a mechanic between Singed and Kha'zix where Kha'zix could right click Singed and jump on his back making Singed bugged.

His Q got changed to 4 ticks per second (damage unchanged). Except instead of 25% of old damage per tick, it still deals 100% instead. So basically a 400% damage increase.
