I thought you couldn't use an inactive name for new accounts, only name changes?
But this name I was waiting for is now on a level 1 account. Did Riot change their rules on inactive names?

If i remember right inactive accounts will EVENTUALLY lose their names, but there are bots that repeatedly try to signup for accounts with inactive account names, then when they get them they can sell them to people who want the names.
