Did quadruple chance mystery gifting end or is there an issue with the store?

For those who weren't aware Riot was offering quadruple chance for legendary and e-sport skins on mystery gifts because of the baron steals in the group stage. Usually this bonus lasts until the next phase of the tournament begins (in this case October 13th.) However, I went to the store today and the quadruple offer is no longer available. Is this an issue with the store or did they end the promotion early?
