Would URF be more stable if it just doubled CDR gained + the CDR cap instead of giving everyone 80%?
It would certainly make a lot of items feel less bad to build, especially when so many items have CDR nowadays. Also makes champions with stealth/untargetable skills not absolute pain in the asses from the get-go (that means you, Wukong).
Basically change the "80% CDR" buff to the following:
- All sources grant double Cooldown Reduction, and the Cooldown Reduction cap is raised to 80%. (The Intelligence mastery wouldn't raise the cap any higher, but would provide 10% CDR itself.)
- Your Cooldown Reduction now benefits your active items and summoner spells as well.
If they did this, the Heal Embargo probably wouldn't be necessary as well, since it's only there because of spammable heals.
It might even make the all-random part not necessary either.
