Why Are LvL 5 Mastery Champions Considered In Progress?
You've levelled them up to the maximum level already. Mastery lvl 6 and 7 are just a cash grab for an extra bling on mastery emotes.

You can get to Mastery 5 by losing every match and getting only the lowest grade possible. While the Hextech requirements might be bullshit, you can't get 6 and 7 without getting high grades.
