Can champions be on sale for ip for a lesser percentage?

If Riot's going to release a champ every 1-2 months or so, a lot of players that dont have a lot of time would have a difficulty of unlocking champions and you guys aren't really dropping the price of a champion ever despite the variety of champs, if there's so little low ip champs that can cause A LOT OF PEOPLE TO LACK A CHAMPION pool and like half the time they are like I dont own this champ and I dont play it or something. I feel like if you drop the cost of like some non-meta champs you can get them to be like played more maybe. Like lissandra, aatrox, azir, jinx, kalista, quinn, etc.
