What is honour trading?

I was looking at the honour initiative page on the league of legends website and noticed the term Honour trading in the FAQ. Is it when a player says in game, "hey, honour for honour" or something like that?

its when one person says hey ill honor you if you honor me to get more honors to get the ribbons of honor

that no one has or cares about since season 4
