Is it possible for EVERY champion to solo Dragon at level 1?

I have seen a couple videos, but I have to say I'm VERY sceptical that it can be done. Yeah, there are a few champs that can do it, but I'm pretty sure not all of them can do it. A lot of them don't have the sustain (even with biscuits) or the damage to pull it off. One example that makes me disbelieve is SInged. Try doing Jungle Singed and tell me he can solo dragon, he has trouble soloing red buff.

If it is possible, what kind of mastery and rune setup would be needed?

Most videos on this have runes/masteries set up specifically to do this that may not be optimal for the champion in a normal game.

I would normally ask for a hard leash on blue/red buff and leave the buff with 98% health and level 2, then go to dragon. With level 2, 2 pots, and a buff there are a lot of champs that can do this without running weird setups.
