Would like information on the new tribunal

From what I understand the new Tribunal is up however I would like information I can't seem to find.

. Does the new tribunal include champion select chat

. Will the new tribunal allow us to punish other players in the same game who are also being just as toxic get them out faster.

. Will non communication in champion select (Be punish worthy) as Riot stated its toxic not to talk before when no one has any idea what is going on and needs answers but someone goes to grab a coke and you need an answer. (Non communication to bans should also be a punish worthy offense.)

. Will players get punished for not playing by a set community standard aka going Morgana Top, or Fizz Top, or other things for example ( If so how will these be rooted out) from allowing players to punish non meta picks compared to previous tribunal aka players got punished for proxy singed, or doing non standard things because Team members choose not to actually communicate in champion select when someone calls specific type of champion they will be playing.

. Is there a replay of games

. Will bad play be punished, aka new champions like and its easy to intentionally throw games for your team and just pretend its bad play like "Sorry I messed up badly." Bait toxicity on other players then report them, or the other way around will bad play in general be punish worthy.

. Will we actually receive a better report card detailing reasons to punishment.

^ Will Riot finally add a Role Selection to avoid the many non communication issues at champion select, part of which I experience sometimes in 90% of games which often leads to toxic behavior starting because players can't follow the summoners code starting at champion select, simply said players can't talk there will often be disagreements, and toxicity often starts especially when someone does something odd like Top Support or Bot.

Here are a couple of examples of yesterday doing just a few games where toxicity begins the other day, and why I hope the Tribunal is seriously updated better.

1.) Game starts non one gives any information on team composition players just auto lock stuff (Forced Role) as usual, so I just fill the role and do what I can, I go bot I play the game, however the player I am with as 90% of all my games (Flat out Sucks) I don't start toxicity thought I just play the game let them know I am sitting on the tower especially with the champion I am playing could have gotten ahead, instead he continues to just hard push the land they get fed then starts the toxicity in chat.

2.) Second game simliar issue, except based off a different player auto locking, and not knowing team composition, players get upset in the game when I do the same toxic behavior they do because I know what is the best chances of winning a match at least when I am playing it and not feeding, game starts no one gets toxic really but the game is an easy win a long with a very positive score, because I was allowed to play as I normally would, and not be fully dependent on a actual skilled player to do well.

Funny thing about all of this is based off match history of other professional players on Smite itself I have done the event and guessed almost 70-90% of my matches correctly as wins based off the team compositions themselves.

And thanks Riot for directing me to the right place to ask this stuff I am really curious to what changes Riot is making to the Tribunal if any to improve the experience starting at champion select, Riot said Not talking, and raging starting there is toxic behavior, but Riot focus too much on just the game-play itself not really champion select and its many issues it has, however Riot has stated in forum posts that not saying anything, not even getting a team comp down is toxic behavior, especially in ranked, even Silver Players have these same issues which is really bad, Even Silver / Gold players do it because as Silver 1 last season I saw the same issues in like 90% of every game played in Solo Queue.
