Need report option without being in a game.

I had a player just Intentionally flat out troll a game in ranked, and was forced to dodge because he takes role, and argues in chat with no way to report him except by support ticket because I dogged...

There needs to be penalty for players saying (NO GO TO X ROLE) without the other player agreeing to do such (This is why I feed in my sona game last time and got 2 week ban for it.) Because players did this same toxic behavior, (Lucky enough I was able to dodge this game and avoid problems.)

But Riot needs to take this type of toxicity seriously because if the game had have been played with the off meta champion that was selected for the specific role I would have likely ended up feeding again in this specific game, perhaps not as bad as the sona game but still...

Here is the type of behavior that is not okay, including a game I played earlier where a user flat out runs a off meta bot support then ends up in my lane flat out griefing making the lane phase unplayable and putting the enemy ahead causing loss of the game.

Was forced to dodge or take a for sure loss on a un-playable game.
