I enjoy play thresh and braum alot but honestly I find that even If I land those hooks are shield those CCs I'm just too squishy to do anything else. Meanwhile I can play brand support and hit R in the middle of a team fight and completely change the outcome of it...

yea braum suffers that he cannot controll when CoC proc's and all the other resolve keystones are ok on him but suffer from being nerfed/unimpactfullnes
Thats a general problem for any 'tanky' support. No matter how good/bad you do, you can only set up team fights and hope everyone else follows through with it. It's caused by the shift away from a tank meta to more damage.
Damaging supports tend to be AP, such as Sona, Raka, Bard, or the 'off meta' of Brand, Zyra, Vel'koz. At least with the high damage champions when everyone else starts to zero in on things you can at least take a couple down with you and hope your team at least focuses objectives

Its been this way since all season 6. Tank supports haven't really been that strong since season 4. THe only strong tank support right now is Blitzcrank, and he's only strong right now because all the other tank supports don't get picked as often right now.
