And say "your behavior is no longer welcome in League". They should also ban the other people in the game who exhibited the same behavior....oh wait is there behavior 'welcome in league'. Logic at it's finest.

I'm sure they do, but bans happen at different times depending on severity and report density. Not everyone is reported in the same percentage/spread of games, so people may end up with different timings on suspensions and such.
If your main account was permanently banned, think of it in a vacuum and realize that you caused enough negative experiences that the community decided they no longer wanted you to be part of it. Other people will reap what they sow, and their actions don't make yours any less reprehensible.
With Permabans its usually repeated offenders who obviously havent learned how to act like a civilized human being. While toxic behavior isnt tolerated there are people who might let it out once or twice. if you feel the need to be toxic in every single game maybe its best that you lay off this game for awhile!
