I don't think there should be a time ban the first time you dodge.
I know 5 minutes is not a long time but I don't think you should be punished if you dodge because two dumb- A$$' want duo mid or something.

imo regardless of who wants what lane in a normal game it doesn't matter and deriving players a chance to play warrants a small, temporary restriction.
