No, they're strictly a reward for hitting gold or higher in their respective skins season
Yes you can, I got mine from Wal-Mart.
Nope, you can't. They are only for reaching Gold or higher in their respective season. The ones you can buy are the Championship skins, which are the glowy blue ones (Thresh, Shyvana, and Kalista)
