No, the only way you'll ever get Victorious Sivir is if you get to Gold or above this season.

Also know that if you do get Gold+ you get it for free, you don't have to buy it after unlocking it or anything (and you get the champion if you don't already own it).

No, they're strictly a reward for hitting gold or higher in their respective skins season

Nope, you can't. They are only for reaching Gold or higher in their respective season. The ones you can buy are the Championship skins, which are the glowy blue ones (Thresh, Shyvana, and Kalista)
