It has something to do with pakistan's rules on tobacco. Skins are allowed to have them because "extra content" isn't rated the same way.
The reason for removal is so that assets don't have to be changed by region. This not only requires more work but it also leaves more room for errors. Blizzard did the same thing. Every skin would pretty much have to be done twice and apparently skins aren't just textures because DJ Sona at one point (I think on PBE) had different stats to her other skins.
Not all regions take tobacco use like yours does. If you want it so bad change the splash art yourself. It's not hard.
I'm pretty sure it's Korea's fault we can't have it.
I live in Korea and whenever someone smokes on tv it's always censored. Which is idiotic because seriously like 90% of this whole damn country smokes.
So blame Korea. Might be other countries too, but Korea is obviously an enormous market for Riot so they're gunna do what it takes

Graves doesn't smoke that often even Riot stated it. I forgot were but I know they stated that Graves isn't your average lung cancer smoker who smokes 40 packs of cigarettes a day
