Harsher Penalty the Longer a Champion Select goes on

I have wasted so much time because of people dodging at the absolutely last second. 3 LP loss is not enough of a punishment for those who choose to wait this long. If someone dodges at the start of the champion select, I'm totally fine with them losing only 3 LP; however, I feel that as Champion Select goes on the LP penalty should increase up to as much as almost 75% of the game loss.

This is rampant all over low Diamond on the last day before season ends. I can only IMAGINE how irritating it is at lower ELO's as people try to make gold or other landmarks.
