Could soraka get some mana costs?

Shes considered one of the best supports right now along with blitz and zyra, the difference between her and the other two is that blitz for example runs out of mana insanely fast. Soraka can just sit back and spam heal her ADC. 10% of her max hp is not enough. I know she has actual mana costs, but they are insanely low.
