I honestly doubt it's going to come back. Riot have spent a lot of time trying to make the system more automatic, they're unlikely to throw all of that away.

I'm not entirely convinced Riot's "Player Behaviour" team cares about players anymore. The rest of Riot I respect... but the PB team has lost my respect - probably forever unless they show some drastic change.
