I actually agree with this. I Rerolled 3 skins once and got Gatekeeper Galio, in which I did not own Galio. Granted, I then bought Galio to use the shard and to get hyped for the VGU coming, but still, I was hoping for an actual skin I owned. The logic here is that a chest costs 125 RP. A key costs 125 RP. They're free, granted, but they're also a pain in the ass to get and open, let alone do it 3 times. So if we add up the 250 RP for an opened box, multiply by 3, that's 750 RP worth of content to reroll skins. Champion shards roll into champs you don't own, so I don't understand why the skin shards don't operate on the same principle. Hell, even if there was a skin RP cap (say, you won't ever reroll into an 1820+ skin), a prerequisite quantity of champions and skins you need to own and have available (similar to mystery gifting), but the tiny tiny odds of Hextech exclusives, I'd reroll into random skins more often.
