Queued with the same random THREE TIMES IN A ROW?

So, the first game, I got queued with a guy. He goes 3/12 on Maokai (was the only one feeding on our team). Claimed he was stoned. I queue up after that, thinking "Meh, whatever. Bad game. I get it." Get him in my next lobby. He goes Irelia. 1/15. ONE AND FIFTEEN. He flames, so I get upset. And then he tells me gl he's gonna be in my next one, too. So I get into my next lobby, after waiting a few to bypass his queue. The queue is canceled and restarted. I get in game, and he's there AGAIN. Like, what the fuck. Can we get a measure to where this won't happen? I EVEN WAITED 3 MINUTES
