Everything in League should have lower bases and higher scaling..

We're seeing this time and time again with kits, reworks, items, etc. that "X champion shouldn't build full tank and do that much damage." or try to justify item nerfs like Sterak's because it's being abused. If you want champions to fill a specific role, give them the kit that would supplement that. If Fiora should be a high DPS duelist, don't give her massive amounts of flat damage, tiny mana costs and a passive that gives free AD. You did it to Rek'Sai, which is now forcing her to purely be a tank with very little damage. She's still viable because she has a good kit. If Graves should be a burst ADC, JG or Top Laner, he should be forced to buy items to accomplish that intended goal. I could go on and on about how this theme is continuing to pop up and make the game insanely horrible to play recently, but I think that gets the point across well enough.

You should not force this change on every champion. In the current state of the game, we have early-mid game champs, late game champs, and champs that have steady scaling the entire game. Forcing every champion to become late game scalers will make the game stale because of two factors: 1. If everyone has similar scaling, players are only going to pick the top picks so champion diversity gets destroyed. 2. The pace of the game becomes stale because everyone will want to default to passive farming and stalling til the mid-late game.

It would do the complete opposite of what you're saying. To say that Rek'Sai scales hard with AD would allow me to have more than 1 viable option to build her. Tanks should not do tons of damage, just like high DPS champs should die fast. Scalings would make it so you'd be strong building 1 way, and significantly weaker if not. It would make kits like Graves and Fiora's much healthier than 3k+ health tanks who blow you up in 3 attacks. The point is to keep champs who deal a lot of damage, squishy. When you look at champions like Quinn who hit a power spike at level 2 because of her passive stacking, you can't justify them building Sterak's + Hex drinker and out lasting an assassins burst after building a Youmoo's. By the time most AP assassins hit power spikes, you're able to mitigate the damage from having Hex + half or your full Steraks.

It's unhealthy on all champions who have high burst with almost no items. Ryze is another example of this, with no items he can 1v1 anybody. Although most champions do have this idea of weak early, hyper carry late like Vayne or Azir, they should not get a strong early game. GP is another good example, although his damage late game is ridiculous, if you can abuse his early game, it significantly makes him a non-factor for a long time in the game until he starts scaling. Every champion should have inherit weaknesses, and when champions hit power spikes at level 2-3 with Doran's Blade or even no damage items, it creates an unhealthy environment.

But not every champion should have the exact same power curve. Some champions should be strong early and fall off late. Some champions should be average throughout the game. We don't need to shoehorn every single champion in the game into specific power points just because Fiora and Graves are too strong right now.

They wouldn't. The reason why certain champions have different powerspikes is based either around 1 core item, i.e Irelia/Jax with Rageblade or Trinity. Quinn hit's an early power spike because she doesn't need items to burst you down, Jayce has an early power spike at level 3, Lee, Elise, Rek, etc. The reason they're strong early is because they offer a lot, Quinn's passive, Jayce's 6 abilities + passives, Lee's utility/damage, Elise's utility/damage, Rek extremely strong map pressure and ganks. The problem is when you have Graves who also spikes around 3-4, then becomes hard to kill after 6, then builds armor pen/tank and 1 shots everything with 1 rotation at level 6. The problem isn't necessarily with those specific champs, as they all have inherit weakness, the problem is with champions who have good early game and can become unkillable regardless of how you fight out a team fight. This is more or less based around how they're releasing champions, items, and reworks with absurd amounts of damage AND good scaling. Tank Ekko, Azir being strong early, mid and unstoppable late, Rek'Sai on release would 1 Q kill somebody because her scaling was way too high, Guinsoo's overtuned a lot of champions, Fiora is devastating because she has no weakness outside of "bait the reposte then CC", GP was broke on release, Ryze was worse than ever on release because he melted people (Huni showing everybody how to play him), etc. Pretty much everything that's been released was needing to be nerfed or undertuned because of it's strengths, champion or item alike. They need to stop making items based off 1 or 2 champions to make them viable. Sterak's was based around bruisers/juggernauts so they would lose the weakness of getting kited and have the ability to actually do something in a fight. Fiora is neither (at least not intended to be), nor is Graves, Quinn, Kalista, Kindred, etc. The mindset needs to switch to "X group of champions are the intended goal for this item, the usual build path is X, so for each % increase X." You're taking existing viable builds and making it stronger for the champions intended, not making squishy champions harder to kill.
