What is the result of Hextech Crafting?
Are we actually able to get free skins to unlock permanently, or do we only rack up 'trials' or 'discounts'?
Can I work towards a specific skin that I want?

PogChampEleGiggl1 votesIt looks like a legit way to get free skins. There is also probably going to be a pay2win model where people who pay money on it get them faster.
coeurloyal2 votesThis technically wouldn't be a "pay to win" model because players gain no advantage by spending money. Halo 5 is a better example of a play to win model.
And yes, Hextech crafting gives you a path to unlock all of the content in league for free with the exception of limited skins (championship, victorious, etc). It'll take quite a bit longer to get them for free than to buy, though.
