playing with friends rewards question

i recently see this http://www.reddit.com/r/leagueoflegends/comments/2why3h/pbe_play_with_friends_and_earn_bonus_ip_with/ and i love the idea but i would like to know roughly when it will be implemented if the numbers for bonus ip and such have been decided yet.

Blizzard has this in HotS right now, and it serves to feel more as a way of punishing solo players than rewarding people for playing with friends... hopefully Riot can tune their equivalent to feel the opposite.
