Yes. You lost the game as the rest of the team did because that's what a team game is about. When other lanes are being stomped and you are doing good but you don't use that advantage to help the team, you lost the game and it is also your fault.
Looks like someone is used to getting carried/having a fed teammate come and win lane for them.
I wouldn't go so far as to place blame on the person who did not use their advantage to assist the team. I'm guessing you're talking about a specific game, however without that game as context one has to consider the many champions who have very strong lane phases but weak team fighting/roaming potential.
It's possible they could have done something to help, but it's also possible their best chance was to keep dominating their lane. Without additional context there's really nothing more that can be said.
