Can we talk about tutorial and newbies experience?

Please do not downvote before you read this post or if you just don't like it. All I want is to improve newbies experience.

Here is some things I was thinking about:

1. Let newbies choose champion to main, and give them ingame advices for their champion. With level progression game will show them new technics, builds and tricks (ex: Talon can ward jungle camp and E to monsters). **And I think it will be great if players will be able to get one any champion for free. ** If players not sure what champion they want to play, we can group champions (easy, hard, healing, selfhealing, invisible, long combos, hard to lasthit, etc), so players will be able to choose options and then game will advise champions to them.

2. Add combo descriptions in client champion's abilities description, so players will understand what champions are easy and which are not (and will they like this champions gameplay style or not).

3. Make bonuses for players-coaches like it's made on Russian server in student guilds.

4. If there is no way to separate smurfs from newbies (low population and long queues without smurfs) then prepare both newbies and smurfs for rough experience. Game must tells to players that there will be players with different level of skill, and newbies shouldn't panic and always can ask for advices. Smurfs must get message that they're responsible for newbies experience and have to help them with advices and positive mood.

5. Make longer tutorial, with addition advices, information and help (last hit indicator, advices about objectives: enemy bot is dead, 3 players on bot - lets get drake then!, garen finishing indicator for other ults or even combos) in normal game with real players. Later player stops getting experience and will have to turn off tutorial thing if he wants to keep getting summoner's levels.
