zed can be as strong as he wants
but if talon is able to do his job he gets nerfed

Nerfing Zed is about as effective as nerfing your own shadow.

How can you nerf zed? By design he is impossible to balance.
On one hand he is an assassin. He has to be able to "assassinate people" So if you nerf the damage potential from his "all in" (hilarious) to make it harder for him to kill people and suddenly he is the most worthless champion in the game.
His ability damage is what determines the outcome of his ult. If you nerf his Q damage and its very stupid lane poke, than you are also nerfing his potential ultimate damage. Again too low and he is useless.
Zed either works or he doesn't. He either has abilities that let him kill his enemies or he is too weak and is becomes pointless.
All assassins are broken by their very design. It is impossible to balance assassins. They either are buffed to do their job, or they are benched because they can't. Just be glad Zed can't destroy your entire team like Akali can.
In my opinion all assassins needs to be changed. The "all in + escape" design is horribly flawed.
