Is ryze a hypercarry

I don't know much about current ryze. Og ryze was a faceroll. The first rework was a failure and broken on release. Now you have to decide on what to cast. He still builds scaling items. He will always get a tear first and then start building rod so they can scale fast. I played him today because Independence day and uncle ryze (irrelevant if you don't live in amurrica). The game ended quite eat since our ADC got super fed. My early laning phase vs was annoying af. A little help from my team caught me up in kda plus the car lead I have. i usually farm with spells to charge up my tear. I can tell he's no early game champion at all. What I want to know is he a hypercarry still to this day or just another good late game. Hypercarry means they have an unmatched late game like jinx, vayne, Jax, etc. Good late game just means they are strongest late but not quite a hypercarry. So is ryze still a hypercarry even after the second rework or will he just be a rework magnet.

I would say he is just a burst mage. People will say machine gun mage or whatever. I have seen great montages and such, but I wouldn't expect him to go 1v3 1v4 often, mostly just has very good control and can burst down a single target. No infinite combo I think.

He's a scaling champion for sure. His strength comes from farming with his crazy wave clear and setting up plays for his team (point and click W, R) and late game he nearly one shots other carries.
