Title, they realize u need 4 S-'s to get to rank 7 from rank 5 right? You're only gonna get s if you're good at the champ, and its free but ppl say it's a cash grab?

Correction, you need 2 S-'s or higher, and 3 S's or higher AFTER you got the first two S-'s or higher. The reason people say it's a cash grab is because of the Hextech Crafting component of it, which isn't really a cash grab at all, as Riot is implementing Champion shard only boxes for IP, and you can use Blue Essence instead of the specific champion shard, which most of the people complaining are overlooking.

You need skill because to get an S you need to play fairly well compared to other players who use that champion, going 10-0 doesn't necessarily mean you'll get an S. People say it's a cash grab because it will entice players to buy chests and keys. Yes it can be done without, but it will take a long time to master level 7 more than 1-3 champs, so players who are trying to get a lot of shards/permanents/essence are likely to spend a few bucks for chests and keys. It's common sense and obvious that Riot intends to increase sales from the champion mastery system. Not that it's really bad or anything, it's just the truth.

S rating does not mean you are good.

Play enough games you'll get S's, regardless of skill

No they're saying that you don't need skill as long as you get S once on that champion. Because you can't even get to 6 or 7 unless you get S ranks on other champions to get the other parts you need, thus making it so that level 6 and 7 don't really have much to do with the actual champion you are trying to show your skill on.

Put simply, the system makes you play other champions, instead of rewarding you for being skilled with the one champion.

You basically have to purchase level 6 and 7 through hextech crafting, instead of earning them on your champion.
