and i had another typing in square blocks (i know he was not literally typing in square blocks, thats just what i saw), idk what wtf was going on, and they were all on the enemy team.

NA dont have official language. America was settled by people from different continents. There are many nationalities and languages there. English speakers are just one part. So answer to your question is simple: since colonization of american continent.

the square blocks means you hadn't the language installed, is probably some language like russian or akin to that.

NA was the first server, there are a bunch of places that still don't have a dedicated server, they have smilar ping and they just go to NA, also there are servers where the ranked system is a joke and people that want to take ranked seriously go to NA. Take for example the Turkish Server where all bronze accounts are scripters and all the plat-dimaond are equivalent to high gold on NA.
