if I'm jungling, I usually take it. Especially if mid laner isn't warding or winning lane. I don't want you pushing without wards and giving up my blue buff. If I'm mid and I'm winning lane, I'm usually like, "no, thanks ok. I'm killing him anyway. You take it so you can gank and stuff". Basically I think junlger should get it lol.
It really depends, because if the enemy mid gets blue, your mid will probably get pushed out/mana starved without blue to keep up. On the other hand if you have someone that is stacking tear for a midlaner, I would suggest giving blue to them asap so that tear upgrades for a mid-game spike.
Its fine to do that in some cases. Just realize that if the enemy mid laner gets blue buff from their jungler and you don't give your mid laner blue, then your mid is at a MASSIVE disadvantage. But I always say give blue to whoever needs it most so in many cases its fine for a jungler to take it.
