How do yuo know the person wasn't punishe dif in fact they were intentionally feeding, did Riot send you a message saying he wasn't punished? You also weren't punsihed for just that one instance of toxicity or just calling out soemone you accused of intentionally feeding sicne we all know that's not the truth.
The answer is still no, if it was so important to you then you'd not have abused your chat privledges in the 1st palce and Riot isn't going to remove it either as they've stated previously. If you want it gone then you have to behave and play through it. In the future you can just tell your team in champ sleect you're muting them all and only use all chat when your restirctions are up.

Except removing your team chat and allowing you to /all chat just means you can rage at your team in /all.
Well he mgiht've been given a chat restriction already or be in the process of getting nailed, did you bother submitting a support ticket along with screenshots to ensure that your proof is seen?
You're not going to get a response saying anything other than generic responses due to privacy concerns. Also you have no proof nothing happened other than your own personal beliefs. He might've gotten some kind of punishment like queue punishment etc or be about to get hit so unless you've got a message from Riot directly stating he didn't get punished you can't claim otherwise.
As far as all chat talking yes it's nice however Riot isn't going to do that due to the fact that people ahve simply taken their abuse to all chat in the past. You're just going to have to play it out and yuo cna do that even in Dominion or Co-op vs AI since as long as it's a queued format it counts.
