I tend to think of it as more like a case of "Oh yeah! my champ got buffed" - followed by a 90 days later regret: "Oh crap! Why did Rito f***ing nerf my champ so hard?"
I hate seeing buffs to my champions unless they are just straight garbage like fiddlesticks.
Generally means they'll get nerfed into the ground if they are buffed into viability.

I main Sion, Rumble and Vlad. The forgotton waste bin of Rito. At least Sion and Rumble are somewhat viable.
Vlad is just... ass.
EDIT: Cool your dislikes, kids. I put sion in there because his passive benefits you for dying. A mechanic that is idiotic.
I can't remember them ever buffing malzahar.

Riot has had to buff Bard since his release, he's a support with almost self counterplay and probably the highest skillcap support in the game to even be halfway decent with him he needs a rework, bug fixes, and probably more buffs on top of that. In reality they should've made him into a support jungler with his passive and mechanics but Riot has this problem with theme vs practical role.
