So Lucian can have a mana pot, but Graves can't have a cigar?

The Gragas and Cho'Gath skins are not available in some regions IIRC. Graves is a default skin, so he has to be available in all regions. Someone should fact check that though, don't take my words for granted

The argument as it stands is "some regions consider smoking bad."

For other regions where this is considered less of a problem find that the removal of his cigar from his splash art is removing a key characteristic of theme.

His teaser showed a mysterious gun wielding man with a cigar. 'Neat' we all said. His appearance in the New Dawn cinematic depicted him smoking a cigar. 'Thats bad-ass' we all said. His updated splash art was reveled to have a cigar perched in his grin. 'Now that looks awesome' we all said.

They then removed it. There was only negativity spoken out by the community and what made everyone even more angry was that smoking was a key characteristic that made Graves who he was.

I'm quite aware of the situation, and why people got upset about the removal of Graves' cigar. But IIRC that is why Cho and Gragas are allowed to smoke, but Graves is not.

The big thing is that Graves is glorifying smoking as cool, while Gragas is showing it on some rich, fat, drunk dick. Big difference.

They removed the cigar out of the vanilla splashart (which you see for maybe five minutes in loading) because of legal reasons across all of their clients. They didn't remove it because they think smoking is bad or don't want to send a negative message.
