It's technically free to play... but if you want any cosmetics or want to not take 2 years just getting all the champions not counting any runes... yeah, not really. So basically not.

It isn't free. It costs money to have internet, which is required for playing. And having internet costs electricity to run the computer, router, etc. Having electricity costs money. Getting money requires a job, which costs time and energy. Having energy requires food, which also costs money, looping back around to having a job.
