Taliyah has a skin, Freljord Taliyah. It has yet to be a year since her last skin release, as is the case with any champ in thr skin production cycle.

She's a very new champion so there probably won't be a skin for her for at least another several months. Plus there's 3 champions released before she was that still have no new skins.
That skin is so awesome. Totally getting.

Atleast you didn't say ''Gangplank can have a skin'' :P A Cybernetic GP skin is honestly one of the 3 skin concepts I really want to see become reality, and Dreadnova, with it's mechanical arm and eye deliver on that really well ^^
