To be fair, it's sad how weak she is right now.
Many champions (Hi Zed) suffer from not having enough counterplay.
Illaoi just has TOO MUCH counterplay, both in lane and out in teamfights, she's really hard to balance for this reason, if her numbers are ever high enough to make up for how much counterplay she has, she'd hit 56% winrate in bronze.
To be fair, a good illaoi has a better chance scoring a kill because of her ult when the jungler tries to help.

She's not that hard to shut down, literally all you have to do is play ranged with CC like Kennen. If you're a vessel just pop 3 tentacles and the debuff is gone. You can hit her while your soul is out to lower the time she has to damage it.
